Mineral County Release Record Basics
A Mineral County arrest does not point to a jail building in Mineral County. The West Virginia Division of Corrections and Rehabilitation, or WVDCR, assigns local detainees to Potomac Highlands Regional Jail and Correctional Facility in Augusta, Hampshire County. An arresting agency such as the Mineral County Sheriff documents the start of custody. PHRJCF records booking, placement, movement, and departure. The Mineral County magistrate or circuit court records the bond, dismissal, sentence, jail credit, probation, or other legal authority. These records answer different questions and should be read together.
“Released” must describe the event precisely. A person can return to the community on bond, recognizance, dismissal, time served, parole, mandatory supervision, or discharge. The same person can also leave PHRJCF through a transfer to a state prison, another jurisdiction, or federal custody. That is a change of custodian, not freedom from custody. A person who vanishes from a current roster may also be listed under another identifier or affected by a correction or data lag.
Important: A roster disappearance is not a release record. Confirm the departure type, authority, time, and receiving custodian where one exists.
The official PHRJCF facility page shows the regional institution that serves Mineral County.
The source identifies the facility in Augusta and helps prevent the common error of searching only for a jail physically located in Mineral County.
Note: Mineral County identifies the committing county, while Hampshire County identifies the physical location of the regional jail.
Mineral County Inmate Release Paths
The release type controls where the next reliable record appears. Bond or recognizance usually leaves the criminal case open, so the court order matters. Dismissal ends the named charge but does not rule out another case or hold. Time served means credited confinement satisfied that sentence. Parole is conditional community release from a state sentence, while probation is a court-ordered community disposition and may occur without a prison release. Discharge marks completion of the custodial term or sentence. Transfer, escape, and death should never be treated as ordinary community release.
| Departure type | Meaning | Best next record |
|---|---|---|
| Bond or recognizance | Community release while the case can remain pending | Bond order and PHRJCF release event |
| Dismissal | The named charge ended, subject to other cases or holds | Dismissal order and movement record |
| Time served | Credited confinement met the court sentence | Judgment, jail-credit order, and release record |
| Parole or mandatory supervision | Physical release into supervised community status | Board or WVDCR decision, release event, and supervision record |
| Probation | Court supervision in the community | Sentencing or probation order |
| Discharge | The identified sentence or custodial term ended | WVDCR discharge and any supervision discharge |
| Transfer | Custody continued under a new facility or agency | Movement record and receiving-custodian search |
For each path, quote the agency’s label rather than replacing it with a broader word. “Projected Release Date,” “parole eligibility,” “grant,” “released,” and “discharged” describe separate points. A Board grant can have conditions and processing steps. A projected date can change. Only the actual booking or movement event states what the custodian recorded when the person left.
Mineral County Regional Release Totals
PHRJCF’s regional workload gives useful scale, but it cannot be turned into a Mineral County count. WVDCR reported 1,881 admissions and 1,825 releases at PHRJCF in fiscal year 2022. Those totals cover the full five-county service area of Grant, Hampshire, Hardy, Mineral, and Pendleton. They include facility-wide movement and release activity, not a roster of people tied only to Mineral County.
The figures show steady regional turnover and explain why a current roster is only a snapshot. They do not prove the release of any named person. Individual confirmation still requires identity fields, a custody episode, and the agency or court record that explains the departure.
Mineral County Release Record Fields
A focused PHRJCF release record should connect the person to the right booking and state what happened at the end of that custody episode. The most useful record identifies who left, which custody ended, when the event occurred, who authorized it, and where the person went. Movement, sentence-computation, property, and discharge documents may sit in separate record groups, so a request should name each existing record needed.
| Field | What it shows |
|---|---|
| Name and identifiers | Full name, aliases, date of birth, offender number, or booking number used to avoid a false match |
| Admission details | Booking date and time, committing agency or county, charges, and original custody basis |
| Release date and time | The administrative time recorded for the departure, not the date a public result vanished |
| Release type or reason | Bond, dismissal, time served, parole, discharge, transfer, or another recorded event |
| Releasing authority | The court, Board, sentence computation, or other lawful basis for the action |
| Destination | Community release, supervision, another WVDCR facility, USMS, or another receiving custodian |
| Related documents | Movement history, computation statement, discharge record, property acknowledgment, or retained booking image |
A property acknowledgment can show that personal items were processed, but it does not replace the release event. Likewise, a court order may authorize release without documenting the exact time PHRJCF completed it. The strongest packet pairs WVDCR’s recorded departure with the controlling order. If supervision followed, add the parole, mandatory-supervision, or probation record.
- Discharge
- Completion of the identified sentence or custodial term.
- Time served
- A court disposition in which credited confinement satisfies the sentence at issue.
- Detainer
- A request or legal basis for another authority to take or hold custody.
- Expungement
- A court-controlled process that can restrict qualifying case records after statutory requirements are met.
Request Mineral County Release Records
For a PHRJCF booking, send the release and movement request to WVDCR, not merely to the arresting agency. Give the full name, aliases, date of birth if known, offender or booking number, approximate booking and release dates, and Mineral County as the committing or sentencing county. Ask for electronic copies of existing admission, movement, release, transfer, computation, discharge, and property fields. If a booking photograph is needed to distinguish identities, identify the exact booking and ask whether the image is retained and nonexempt.
- Define the custody episode. State the person’s known identifiers, the date range, Mineral County connection, and PHRJCF as the believed facility.
- Name the existing records. Request the release date and time, reason, authority, destination, receiving custodian, movement history, and sentence or discharge document.
- Split custody when needed. Ask the Mineral County Sheriff for its incident, arrest, transport, property, or sheriff-created photograph, while WVDCR handles records created at PHRJCF.
- Ask for electronic delivery. Request an estimate of actual reproduction charges before copies are made. West Virginia law does not permit man-hour search or retrieval charges.
- Address any denial. Ask for the cited exemption, release of reasonably segregable nonexempt portions, and routing to another WVDCR custodian if the first office lacks the record.
Under West Virginia Code §29B-1-3, the public body must respond as soon as practicable and no later than five days, excluding Saturdays, Sundays, and legal holidays. It may furnish copies, advise when and where inspection is available, or deny the request in writing with reasons. That is a response deadline, not a guarantee that a large production will be finished within five days. No fixed local copying price was verified, so request an estimate rather than assuming a fee.
The public OIS display is not a retention schedule. A record may remain with WVDCR after it stops appearing online. For an old event, ask for the applicable retention schedule if that issue matters. Juvenile, sealed, expunged, medical, protected-victim, investigatory, and security information may be withheld under governing law. Request the nonexempt parts instead of claiming that every field must be public.
Note: The Sheriff holds records it created; WVDCR holds the regional-jail booking, placement, movement, and release record.
Mineral County Release Record Law
West Virginia FOIA applies to existing public records of public bodies, subject to exemptions. A narrow request for release time, movement reason, authority, and destination is more useful than a demand that an agency prove someone was free. WVDCR does not have to create a narrative or a new custom report. When a field is withheld, the written response should identify the basis, and nonexempt portions should be considered separately.
Court sealing and expungement require special care. West Virginia Code §61-11-26 creates a petition process for some convictions, but eligibility depends on the offense, history, waiting period, completion of the sentence or supervision, and statutory exclusions. Release alone does not produce expungement. The circuit court order controls. If a case disappears from public search, an old third-party copy should not be used to rebuild a legally restricted record.
Records rule: Treat OIS and VINE as timely leads. Use the originating WVDCR record and certified court order when formal proof is needed.
The Mineral County court clerk can quote current copy and certification costs for the specific order. WVDCR can explain whether it offers a certified release verification. Avoid replacing either source with a screen capture whose status may change.
Find Mineral County Released Inmates
The best search starts by identifying the custody class. A local Mineral County arrest ordinarily leads to PHRJCF and WVDCR. A state prison sentence leads to WVDCR’s statewide system even if the person is housed far from Mineral County. A federal sentence belongs in the BOP locator and federal docket. An alleged immigration transfer belongs in ICE’s system. No single search covers all four.
- Check current state custody. Search OIS and VINELink with the exact name and any offender or booking number. Save the status wording and time checked.
- Match the court case. Search both Mineral County magistrate and circuit records. Use the case number, charge, and dates to obtain the bond, dismissal, judgment, jail-credit, probation, or later order.
- Separate state release stages. Do not merge parole eligibility, a Board grant, actual physical release, mandatory supervision, and final discharge.
- Follow the receiving custodian. Search BOP, the federal docket, ICE, another state, or another WVDCR facility when a detainer or transfer is plausible.
- Request the durable record. If online tools leave doubt, ask WVDCR for the identified booking, movement, and release fields for the exact custody episode.
Why is a released person missing from the roster? A current roster is built to show present custody. Once that custody ends, the person may drop off even though the administrative release record still exists. Absence can also reflect transfer, alias use, correction, lag, or system scope, so it is only a reason to continue the search.
The official WVDCR Offender Information Search hub is the first state-system checkpoint.
The hub separates jail and prison searches from current daily incarceration reports. Those reports must not be relabeled as recent-release lists.
Search WVDCR Mineral County Releases
OIS is most useful for checking whether WVDCR still shows a matching person in a regional jail, prison, or supervision setting. The prison form uses first and last name plus a CAPTCHA. Returned details can include the offender or booking number, age or birth information, location, admission or booking data, charges, and a photograph where available. Compare several identity fields. Name alone can create false matches.
| Search or result field | How to use it | Limit |
|---|---|---|
| First and last name | Start with the exact legal spelling, then known variations | Aliases and common names can hide or multiply matches |
| Offender or booking number | Connect the result to the right custody episode | Jail and prison identifiers may differ |
| Facility or location | Check PHRJCF or another WVDCR institution | Location can lag a transfer |
| Projected Release Date | Record the exact prospective label shown on an active prison detail | It is not the actual departure date |
| No result | Try variants, VINE, court records, and WVDCR | It does not prove release or establish when release occurred |
OIS is active-custody and supervision oriented. The research did not confirm a full public archive of all discharged WVDCR people. A fully discharged person may return no result. The OIS disclaimer also warns that location, release date, and status may not reflect the true current facts. Record the exact field label and retrieval time, then seek the actual movement or release record for confirmation.
Note: “Projected Release Date” is a calculation field; it should never be restated as a completed Mineral County release.
Mineral County Release Feed Limits
No distinct official Mineral County or PHRJCF feed for people released in the last 24 hours or 72 hours was found. The Mineral County Sheriff does not publish those windows on its official page. OIS daily incarcerations and admissions are about current custody or entry, not a rolling list of departures. No official update cadence, display retention period, or release-photo policy can be claimed for a feed that does not exist.
For a same-day question, timestamp an OIS check, search the identified person in VINE, call PHRJCF’s main line for routing, review the court case, and request the release event. For a three-day window, ask WVDCR whether an existing release report covers the defined dates. FOIA permits access to an existing nonexempt report, but it does not force the agency to create a new list. The dedicated Mineral County 24-hour release workflow organizes that narrow check without pretending an official feed exists.
The Mineral County Sheriff page is the source for sheriff-created arrest, transport, incident, and property records.
The sheriff source does not replace WVDCR for booking and release fields created at PHRJCF, and it does not offer a verified recent-release app or feed.
Mineral County Court Release Trail
Mineral County release research often requires both magistrate and circuit searches. Magistrate court handles misdemeanors and preliminary felony matters within its authority. Circuit court holds felony prosecution, sentencing, probation, appeals, and other matters in its jurisdiction. A felony can begin under a magistrate case number and continue in circuit court under a new number. Search both levels and match the person, date, charge, and case sequence.
The West Virginia Court Record Access gateway routes users to the statewide court search systems.
The gateway helps locate the right index, but a docket entry does not replace the filed bond, dismissal, sentencing, jail-credit, probation, revocation, discharge, or expungement order.
The court gateway is the first step in tracing a Mineral County bond, sentence, or dismissal across court levels. A separate magistrate search then narrows the local case.
Mineral County Magistrate Release Search
Magistrate search results can identify the case number and basic docket trail, but they do not supply images of the actual orders. The public system also caps the results it displays. Use an exact case number when known, then ask the filing clerk to validate the record and provide the specific bond, dismissal, time-served, or other release-related order.
The Magistrate Record Search supplies a name or case-number starting point for Mineral County matters.
The public result is index information, not the documents, and the Judiciary warns that it may not represent a complete case history. Contact the filing clerk to validate the match and obtain the actual order.
Note: A felony may move from a magistrate case to a circuit case under a different number, so check both indexes.
Mineral County Release Resource Guide
Post-release status can continue after a person leaves the jail or prison. The West Virginia Parole Board makes parole decisions for eligible adult state prisoners, while WVDCR conducts field supervision. Mineral County parole routing goes through the Moorefield Parole Office in Hardy County. Court probation is separate and is handled by the Mineral County Probation Office in Keyser. Probation can follow a local court disposition without a prison release, so it should not be used as proof that a person left state prison on the same date.
WVDCR also maintains a facility-specific Potomac Highlands Regional Jail resource guide. It is a more local starting point for transport, document, treatment, and community contacts than a broad national directory because it is tied to the institution serving Mineral County. Each listing should be rechecked before use since PDF contacts can age.
The official WVDCR Resource Guides index provides the current route to that PHRJCF material.
The facility-specific guide supports planning after release, but it does not confirm custody status, replace the release record, or establish that supervision has ended.
Mineral County Release Notifications
West Virginia VINE covers all ten regional jails, including PHRJCF, as well as WVDCR prison custody. It works best when someone is still confined and a user wants notice of a future custody change. Select West Virginia in VINELink, find the person by name or accepted identifier, compare available identity and facility details, and read the exact status wording. A transfer event means custody continued. A blank result can reflect aliases, system scope, protected data, or timing.
From the correct person record, the current interface may offer phone, email, text, or app notification. Follow each confirmation step. Historical West Virginia specifications describe a four-digit PIN for telephone notices, but the live interface controls. Keep the registration details private. Feed delays and telecommunication failures are possible, so VINE should supplement direct facility and record checks.
The VINELink search interface is the documented statewide mobile-friendly route, not a Mineral County sheriff app.
A VINE event is useful notice from the participating agency feed. WVDCR’s movement record and the controlling court order remain the durable sources.
Mineral County Post-Release Registry
The West Virginia State Police Sex Offender Registry is a separate post-release source for only those people who have a statutory registration duty. State law addresses registration when a qualifying person is released, paroled, placed on probation, home detention, work release, or another covered status. A public profile can help corroborate a registrant’s reported post-custody location or duty, but the registry is not a general Mineral County released-inmate list.
Use the official West Virginia registry search only when the person is within that system’s legal scope. Nonappearance says nothing about the release of someone who has no registration duty. Appearance also does not prove freedom from every form of custody or establish the exact PHRJCF release date, so pair it with WVDCR and court records.
Note: Registry status documents a statutory duty for qualifying people; it does not replace a Mineral County release or movement record.
Mineral County Federal Release Transfers
PHRJCF contractually houses federal detainees for the U.S. Marshals Service. This creates a key Mineral County release trap. A person may leave the regional jail after a federal court event yet remain in USMS custody, move to another contract jail, or enter BOP custody after sentencing. USMS has no general public nationwide detainee locator like the BOP search, so the federal docket and written detention or release orders are central. After a federal sentence, search BOP by the federal register number or by name with the offered filters. A former-prisoner result can show “Released” and a release date. “Not in BOP custody” does not rule out custody under another authority.
The BOP Inmate Locator provides the federal-prison search used after a Mineral County-linked federal case.
The federal result must not be merged with a WVDCR date. Each custodian records a different custody stage.
If a documented immigration handoff exists, ICE’s Online Detainee Locator accepts either an A-number with country of birth or exact biographical details. No official source in the Mineral County research confirms that PHRJCF is an ICE contract facility. ICE should therefore be used only when the case or movement record points to that transfer. A missing ICE result is not a release certificate.
Note: Leaving PHRJCF for USMS, BOP, ICE, another state, or another WVDCR facility is continued custody, not community release.
Historical Mineral County Release Records
PHRJCF now serves Mineral County from Augusta, but older regional arrangements differed. WVDCR history records that Eastern Regional Jail once served several eastern counties before PHRJCF opened and those counties shifted their prisoners. For an older Mineral County custody episode, do not assume the current facility holds every record or that a modern public interface reaches the event.
Include the arrest year, approximate dates, arresting agency, court case, and all known identifiers in a historical request. Ask WVDCR to identify and route the request to the facility or records unit that was custodian at the time. Pair that response with the Mineral County court file. The court chronology may persist after a booking disappears from a public jail search and can explain whether release followed bond, dismissal, time served, a sentence, probation, or later action.
Compare Mineral County Release Status
Use the system that matches the custody stage. A current-custody result can disprove a claimed release from that agency, but a blank result cannot prove community release. A court disposition explains legal authority yet may omit the physical departure time. A release alert reports an event from an agency feed. The agency movement record ties the time, reason, and destination together.
| Question | Best source | What it cannot prove alone |
|---|---|---|
| Is the person still at PHRJCF or in WVDCR custody? | OIS, VINE, and facility confirmation | A blank result does not establish release |
| Why did the court authorize the change? | Mineral County magistrate or circuit order | The exact physical exit time |
| When and where did PHRJCF send the person? | WVDCR release and movement record | Unrelated cases or later custody |
| Did state supervision follow? | Parole Board, WVDCR, or county probation record | That every condition or address is public |
| Did federal prison custody end? | BOP locator, BOP record, and federal docket | Freedom from USMS, state, local, or ICE custody |
| Was there an immigration transfer? | Movement record and ICE locator | That no result means community release |
When two sources conflict, preserve the exact labels and retrieval times. Ask each custodian to correct its own record. Do not turn a projected date into an actual one, a parole grant into a same-day exit, or a departure from one building into proof that all custody ended.
Mineral County Release Facilities
Mineral County release research can cross seven systems. The list begins with the regional jail and local arresting agency, then follows state, federal, immigration, and registry paths. Each facility or system answers a narrow question. Only qualifying registrants appear in the sex offender registry, and registry presence is not a general release list.
- Potomac Highlands Regional Jail and Correctional Facility records regional-jail booking, placement, release, and transfer events.
- Mineral County Sheriff’s Office / short-term arrest processing holds sheriff-created arrest, incident, transport, property, and photograph records.
- WVDCR state correctional institutions cover statewide prison custody, parole or mandatory-supervision release, and discharge.
- Federal Bureau of Prisons facilities nationwide cover sentenced federal prisoners and former-prisoner locator results.
- U.S. Marshals Service custody / contract detention covers federal pretrial and transfer custody, including contract detention at PHRJCF.
- ICE detention system applies only when a documented immigration handoff is plausible.
- West Virginia Sex Offender Registry covers only people with a statutory registration duty.
These facility links are navigation, not proof of any named person’s status. Start with the last known custodian, document the exact result, and follow any transfer to the receiving agency. For PHRJCF, call 304-496-1275 for the correct custody-verification or records route. The separate 304-496-7057 line is for non-contact visitation scheduling and should not be used as a release-record number.
